Butuan City – A total of 205 workers and management representatives from 100 various companies attended the one-day seminar entitled “Trends on Labor Relations: The New OSH Law and its Implementing Rules and Regulations, Latest Supreme Court Jurisprudence on Termination, Sustaining Labor-Management Cooperation in the Workplace, Productivity & Incentivizing, and Understanding the XYZ Employees”, held on March 15, 2019 at Go Hotels, Robinson Place, J.C. Aquino Ave., Butuan City.
The National Conciliation and Mediation Board (NCMB) – Regional Branch XIII (RB13), headed by OIC-Director Ma. Theresa M. Francisco, in partnership with the Caraga Industrial Peace Practitioners and Advocates, Inc. (CAIPPA Inc.) lead by Mr. Jessie N. Pagaran, the President, organized this one-day seminar.
In her opening remarks, DOLE-Caraga Regional Director Chona M. Mantilla praised This Office and CAIPPA Inc. for coming up with a succesful forum and noting an overwhelming audience for a one day seminar. “This seems like a convention already because of the number of attendees.”, RD Mantilla exclaimed. “This is what we always do, bring to you the fresh and hot topics on labor education so hopefully, you will always do the same response, to listen and comply to our programs and advocacies.”, she added.
The activity aims to raise the awareness of the participants on the latest Updates of DOLE Issuances, laws and Jurisprudence on Labor Relations, as well as DOLE programs and services.
The morning session was fueled with the discussion on the New OSH Law and its Implementing Rules and Regulations, presented by Engr. John Ritche A. Tangpos, Sr. Labor and Employment Officer of DOLE-Caraga.
Mr. Lyndon T. Buque, HR Director of Father Saturnino Urios University, discussed the topic on Understanding XYZ Employees which drawn amazement among the participants.
The OIC-Director of NCMB-Caraga, Ms. Ma. Theresa M. Francisco, also introduced her fair share of topic on Productivity and Innovations and then followed by the discussions on PIP Programs and Incentivizing, particularly the Two-tiered Wage System and Incentivizing Program of NWPC, which were eventually presented by Mr. Earl Dela Victoria, the Board Secretary VI of RTWPB-Caraga.
Atty Rovyne G. Jumao-as, the Commission Attorney of NLRC-Eight Division, shared her expertise on the topic Latest Supreme Court Jurisprudence particularly involving Termination Cases.
In the middle of the seminar, during its afternoon break, an equally significant event commenced as all the newly elected officers of CAIPPA, Inc. were gathered and took an oath in front of the audience as Officers. The oath-taking ceremony was facilitated and graced by Administrator Maria Teresita L. Cancio, OIC-Executive Director IV of NCMB-Central Office.
Lastly, the new NCMB Administrator, Ms. Maria Teresita L. Cancio meticulously introduced her topic on Sustaining Labor-Management Cooperation in the Workplace by looking back first to the times when the relationship between management and labor has been fraught with conflict and resentment. “It has been, for the most part, adversarial and confrontational.”, she said.
During the seminar, participants were encouraged to ask questions even during interactive discussions and an open forum was conducted after all the topic were presented respectively by the speakers. Questions and clarifications of the participants were answered and countered by the speakers themselves and the Officials of DOLE-RCC. Technical inputs of the speakers and lecturers in the seminar resulted to an interactive and cooperative reactions from the participants.
Mr. Jessie N. Pagaran, CAIPPA President, also encouraged all the participating companies to continue supporting the Association and continue promote peace and harmony in their respective workplaces. “Today we saw another big turnout of an event. We will continue with our learning sessions such as the one we have today throughout the year. This will keep us up and about in every issues and concerns affecting our business and the welfare of our employees,” said Mr. Pagaran in his speech and closing remarks. “Let us come together to find solutions to our problems where we can make business bigger for everyone to share in the bounty.”, he added.
